
TACTICAL
OFFICER
This course is uniquely designed to
Train
officers in the operation of
the four (4), six (6) and eight (8)
man
team concept of, "Urban
Tactical Operations". The major
factors that differentiates this
Tactical Course is the departure
from Blind Dynamic Entry as the only
entry method of Tactical Entry, and
to train the Officer to become
proficient in both
“Dynamic and Stealth”
entry Techniques, also to counter
the myth that Superior
Firepower will make up for poor or
nonexistent Tactics. The Special
Weapons and Tactics (SWAT)
definition applies, and this
Certified Course is based on mission
requirements in three (3) areas;

Barricaded
/ Armed Felon
-
Urban Sniper
/ Rapid Response, Active
Shooter > Columbine Scenario
-
Hostage Rescue Operations
It
may over simplify to categorize the
above situations, as they can occur
simultaneously resulting in greater
risk to both Civilians and
responding Officers. The complexity
of the mission for Tactical Officers
is the justification for the length
of this Course, 40 hours - four (4)
days. This is not a seminar,
but an intensive, demanding Course
of instruction. Written Tests, and
Individual Tactical Performance
Standards, are used each day of the
course to evaluate the Officer in a
pass or
fail status. Completion of
all course standards results in a
tactical
team
officer prepared to use complex
tactics in an Urban Environment.
Officers are instructed on proper
use of: Weapons, Ammunition &
Pyrotechnics as deemed necessary by
the Threat Level of the Felon and
risk to innocent bystanders with
considerable range time is invested
in Live Fire Scenarios, with
utilization of Pyrotechnics:
Irritant Agents & Diversionary
Devices. Over 80% of those Officer’s
& Departments that have seen fit to
invest in this course were operating
SWAT Team members, with
Tactical
Mission Experience.

alter
tactics that your
team has adopted, rather it
adds to your choice of
tactics, techniques and procedures,
so that a multitude of
tactical situations
may be resolved with greater

CERTIFIED ARMORER M-16 SYSTEMS
This
course is designed to instruct and
certify the Officer to disassemble &
assemble the AR- 15 RIFLE SYSTEMS
and perform maintenance checks for
accuracy and reliability standards.
Officer will establish and utilize
troubleshooting techniques by visual
hands on inspection of all parts and
major groups and extend the systems
check by a live fire range
verification.
all students will be graded by IPS and
certified
DEPARTMENT OR PERSONAL M16, CLEANING
KIT, rANGE EQUIPMENT (EYE, EAR, ETC.)

TACTICAL RIFLE
The
role of the Law Enforcement Officer
has not changed in over 100 years
based on the concept of serving the
public by protecting it from those
that would defy the Law. The
mission to “Serve and Protect” has
been paid for by an inherent risk to
those that enforce our legal codes
and statutes. We have seen the
“Patrol Officer” outnumbered and
outgunned in numerous situations and
we must look at our past history for
a solution to this problem.
It was not uncommon over 100
years ago for two weapons to be
available to the Law Enforcement
Officer. The Shotgun and the Rifle. The
Shotgun and the Rifle were indispensable
in their ability to give an Officer a
choice of weapons that would fit the
situation he was confronted with when he
needed to defend himself. Somehow as the
Law Enforcement role became more
urbanized a misconception and concept of
limiting the weapons available to the
Patrol Officer was seen as being
progressive. As the Tactical Team
concept became accepted, it also
relegated certain weapons, and just as
important Special Training, to only a
select few.
Now as high risk situations develop it
is the “First Officer On The Scene” that
responds to the “Shots Fired” call by
dispatch. All the more reason that he be
able to choose the weapon that
would give him the “Tactical Advantage”
the situation requires.
This
course will provide the “Tactical
Decision Making Skills” of when and how
to deploy the Rifle in an Urban or Rural
environment. It is intended not
to replace the Shotgun rather to
emphasize and Deploy the Rifle with its’
inherent and unique characteristics,
based on Tactical Situations, that the
Patrol Officer of today must face and
Survive!

FIREARMS INSTRUCTOR
The
Firearms Instructor must
impart Tested and Valid Tactics &
Techniques of weapons craft to
Officers on the street that so they survive
and win an armed confrontation. The
instructor must be able to develop
credible Courses of fire to qualify
those he instructs and document the
performance of those he trains.

BOMB
SEARCH & RECOGNITION
Robert Heady
is the Division Head of EOD
Explosives Safety Training for
COUNTER FORCE and will be the
Moderator & Instructor for the Course.
Robert Heady was the OIC (Officer In
Charge) of the “Oklahoma City
Bombing”, and has trained thousands
of Military, Law Enforcement, and
Federal Officers in “Explosives Safety
and Detection” during the past 24 years.
Instruction will fully introduce the
student to the various types of
explosive devices encountered in the
working environment. The training course
will give skills for identification, as
well as techniques for finding these
devices. It will instruct and help train
personal to respond to bomb threats and
incidents. Also an extensive overview
of the personalities involved in
bombing, and where to apply Site
Vulnerability Analysis. With the
increased availability of both
explosives and information, and given
current trends of bombings in the United
States, this training is timely and
relevant to many sectors of society.
This seminar is designed to give
Police Officers, SWAT/ Tactical Team
Officers, First Responders, Fire
Departments, the information needed
to deal with a bomb or bomb threat.
Each student will receive a copy of the
"Bomb Search and Recognition Manual" as
well as written copies of SOP /Policy
and Procedure Statements and a detailed
Disaster Plan applicable to their
Vocation and job responsibilities.

RAPID DEPLOYMENT ACTIVE SHOOTER
The response for Law Enforcement
Officers to Tactical Situations
has been based on the concept of the
SWAT Team arriving on the scene and
neutralizing the threat by conventional
Tactics and Procedures. There is a
formulae that has existed for some time
that states Time = Lives. This equation refers how long it takes
when lives are threatened, until the
intervention by Tactical Officers to
stop the use of deadly force against
those we serve to protect. It is now
evident, that just as a Fireman must
respond to a fire and enter quickly to
protect or save lives, so must Law
Enforcement respond to the presence of
the deadly "Active Shooter" in a
confined urban environment.
Tactical Teams are fully capable of this
responsibility except as the formulae
states Time = Lives, and
therefore the responding patrol "First
Officers" on the scene are faced
with a situation that is active
and time sensitive to their
course of action. If the response time
of the Tactical Team is delayed or
prolonged from its' notification time,
to gearing up, and then travel to the
scene, then again set in motion is the
formulae Time = Lives.
What if no Tactical Team is
available?
The Patrol Officer is guided by the
above factor, to intervene and use that
training and Tactics afforded him to
help reduce a potential body count.
Alone, he is severely limited in his
ability to move and confront the
problem. And yet when backup arrives
even before the Tactical Team, he now
has the ability to use Tactics and
Techniques with a partner to help
contain and reduce collateral damage
until Tactical Units reach the scene.
This Course gives the Responding
Officers (First Officer on the Scene)
the Training and Tactics to contain the
situation, and reduce the felons'
ability to cause further harm.

LESS LETHAL MUNITIONS
The
Patrol Officer and Tactical
Officer are confronted with
various situations that require a
decision as to the level of force
needed. Less lethal alternatives must be
considered when deadly force is not
justified. The objective of this Course
is to certify the User / Operator in
deployment of less lethal munitions. In
specific, the 12 Gage and 37 / 40 mm
projectiles along with hand thrown /
delivered devices.
